Ribbon galleries in NOV are designed to show only one row of items. The user can use the Up and Down buttons to go to the previous/next row of items. The user can also click the drop down button to open a popup window with all rows of the ribbon gallery. That's the standard behavior of ribbon galleries and that's how they work in the Microsoft Office suite, too.
