We have been attempting to figure out how to allow a user to resize a floating window when the floting window has been moved to the non-primary monitor.

Sizing is only allowed on the "primary" monitor.  Then the window can be moved to the non-primary monitor and retains its resized size. 

Note:  This user has 2 monitors, one is a 22" 1680x1050 wide screen and the other is a 19" square, at 1024x768. 

The primary is the 22" monitor. 

Not sure if that is helpful, but I thought you would want to know. 

Again, the user in unable to resize dragging any of the corners when the floating window resides on the non-primary monitor.
