Scott, the SQL Server 2016 Express doesn't provide support for reporting services, you can take a look at: Reporting Services Features Supported by the Editions of SQL Server 2016

However, since you are using Visual Studio 2015 with SSDT, you should be able to install and use the custom report items. You can contact our Support Team directly and request a web meeting. That way we will be able to assist you with the installation directly online.

When I load up the example project file in VS 2015 I get the following error:

Hello Scott,
For your development (designer) machine, you only need to install the Designer installation. It also includes all required server components. Can you please let us know what is your environment e.g. version of SQL Server, version of Visual Studio, if you use BIDS or SSDT, and the version of the Nevron package you have installed?
