Docking Panels-Resizing in VS 2010

There are some differences between the behavior of vs2008(2005) and vs2010 designers.
We are aware of this problem, but we cannot determine what cause it.

As a work around I can advice you to setup the panels by code.

I am trying to resize the Docking Panels in Visual Studio 2010 at Design Time. I am able to resize/change the size of Docking Panels, & do the drag & drop operation at run-time but not able to do in the design view.
I would like to set the sizes at design time.

Could you help me with the solution?
