Chart "shakes" when moving cursor over it

Hi,
I have recently moved to Windows 10. This seems to be the cause of most of my current issues with VB.NET 2010, so perhaps it is also the reason for my current problem with Nevron!

I have a chart on which I have loaded two .PNG files. When I move the cursor over the chart, the chart "shakes" violently (sorry can't think of a better technical term!) and seems to jump about before settling down. In some cases the chart has also went black so I can't view anything before again settling down once cursor has stopped moving. I have played about with settings such as enable jittering, render surface, but I struggle with what these actually mean sometimes. This issue was not happening when I had Windows XP.

Any help would be most appreciated.
