Is there a way that I can make the zoom tool behave in the following ways?

1. I would like to remove the zoom in vs zoom out distinction dependent upon the direction in which I rubberband zoom. Enabling AlwaysZoomIn breaks use of programmatic zoom via _ZoomTool.DoWheel(this, e); I currently forward mouse wheel events over the chart control to the zoom tool so that the user can zoom in and out via the mousewheel.

2. If I use the mouse wheel when moused over the scrollbar portion of the zoom tool, it should scroll the scrollbar. This is not currently the case. Is there any way to enable such behavior?
